The ACGME Clinical Learning Environment Review (CLER) Program was established in 2012 to enhance the educational and training experience of residents/fellows across six core focus areas:
- Patient Safety
- Quality Improvement
- Transitions of Care
- Supervision and Accountability
- Wellness, Fatigue Mitigation, Clinical Experience and Education
- Professionalism
Through periodic site visits, the CLER program assesses the integration and engagement between GME and the clinical learning environment across these key areas.

Why Should CLER Matter to You?
The CLER program in many ways reflects the public demand for higher standards among practicing physicians. Program findings have demonstrated that housestaff have limited and variable involvement in training site matters outside of patient care delivery. At Baylor College of Medicine, we are committed to ensuring that our residents and fellows receive the best possible education and training not only in their clinical specialties, but also the focus areas which underlie the CLER program.
- Institutional accreditation standards require successful participation in the CLER program.
- Competency in the CLER focus areas is required for successful clinical practice, including provider credentialing, reimbursement and compensation.
- Patient and health outcomes are improved with safe and high quality care delivery.
