Professional Statement
Dr. Andrea Stolar is a forensic psychiatrist whose primary role at Baylor College of Medicine is as Senior Associate Dean of Student Affairs. She served as the founding Medical Director for the Michael E. DeBakey Veterans Affairs Medical Center (MED VAMC) Veterans Court Programs until her retirement in January 2022. Dr. Stolar is a graduate of Baylor College of Medicine (BCM) and completed her psychiatry residency at BCM and the University of South Florida College of Medicine. She completed a fellowship in Forensic Psychiatry at Case Western Reserve University (CWRU). Prior to returning to BCM, Dr. Stolar was lead psychiatrist for the university counseling and health services at CWRU, where she was awarded Outstanding New Professional for her work in integrating depression care into primary care. She also held the position of Program Director for the General Psychiatry Residency Program, University Hospitals, Case Medical Center. From 2011 to 2017 Dr. Stolar was the Director of Residency Education for the Menninger Department of Psychiatry and Behavioral Sciences at BCM.Dr. Stolar has been actively involved in Graduate Medical Education (GME) across the College and nationally. Within BCM, Dr. Stolar served on GME Executive Committee, and has contributed to, and chaired, committees and work-groups related to professionalism, appeals, grievances, curriculum development, student wellness, and professional practice. Nationally, Dr. Stolar chaired the Forensic Psychiatry Working Group, Subspecialty Milestone Project and participated in the Subspecialty Milestone Project 2.0. She served as Vice Chair and member of the Executive Committee of the Residency Review Committee for Psychiatry, of the Accreditation Council for Graduate Medical Education (ACGME). As a Distinguished Fellow of the American Psychiatric Association (APA) Dr. Stolar served on the Council on Psychiatry and the Law and chaired the Committee on Psychiatry and the Workplace. In In 2016 Dr. Stolar was awarded a Fulbright and Jaworski LLP Faculty Excellence Award in the category of Educational Leadership and in 2018 was inducted as a BCM alumna into Alpha Omega Alpha, Honor Medical Society. In 2019 Dr. Stolar was elected as a Director for the American Board of Psychiatry and Neurology.
The focus of Dr. Stolar's clinical and research activity at BCM and MEDVAMC has been in the development of jail diversion programs and the care and treatment of justice-involved veterans. She was on the planning team for the Harris County Felony Mental Health Court and was one of the founders of the Harris County Veterans Court, a felony mental health/drug court, and the first Veterans Court in the state of Texas. Eight additional Veterans Court have since been established, expanding access to surrounding counties. Dr. Stolar established forensic psychiatry training opportunities for medical students and residents and serves as a psychiatric consultant and expert witness in civil and criminal litigation.
Dr. Stolar’s volunteer work includes the co-founding of the Baylor College of Medicine Human Rights and Asylum Clinic in affiliation with Physicians for Human Rights and she served on the Board of Directors for Mental Health America of Greater Houston and for re:MIND (Depression and Bipolar Support Alliance of Greater Houston).
