Institutional Approvals on Grant Applications
This information is for investigators based at Baylor College of Medicine, VAMC, Harris Health System, St. Luke's, or The Methodist Hospital
Investigators, especially instructors and assistant professors, are strongly encouraged to begin the grant process early. All investigators should plan to have a good draft completed two months prior to submission date. Submission of applications to the various committees responsible for safety and assurances should be made two months prior to the grant submission date. Please allow 10 days for final administrative approval.
Progression of Institutional Signatures for Grants and Contracts
The following procedures are for Department of Medicine investigators whose primary location is Baylor College of Medicine, The Methodist Hospital, or the Harris Health System. Proposal routing sheets must be created in Baylor's on-line Biomedical Research and Assurance Information Network (BRAIN) system. This applies to:
- New grant and contract applications
- Revised applications
- Competing continuations
Non-competing renewals, progress reports, and clinical trial amendments should not be entered into the BRAIN system. Please see new instructions on submitting progress reports.

The administrative and budget pages of the grant application should be routed as an electronic attachment in BRAIN (or in paper form for clinical trials, if not available electronically). The proposal must be approved by all Sections involved before Department approval can be obtained.
Those submitting clinical trial contracts should include two extra copies along with the printed routing sheet from BRAIN--one for the Department and one for the Office of Research (OOR). All applicable approval forms for human subjects, animals, radioisotopes and recombinant DNA must be included in the application. BCM's Office of Research must receive the paper signature pages of grants and contracts for final approval and may be reached at 713-798-6970.
Departmental signatures for Human Subject or Animal protocols:
Protocols for Human Subjects or Animals are electronically routed through the Biomedical Research and Assurance Information Network (BRAIN) system. To compose and route an electronic IRB form, please log on to the following website: Baylor BRAIN.

For clinical research studies conducted at The Methodist Hospital: A Research Study Notification/Request for Rates form should be completed and submitted to the hospital. The form can be obtained on Baylor's Office of Research website (under Proposal Preparation/Other Forms) or at the TMH Clinical Research Office, M109.
Departmental signatures for Biosafety (Radioactive Material, Recombinant DNA, Infectious Agents, Hazardous Chemicals) protocols:
One of the department's Pre-Award Research Office approvers will sign the protocols for Dr. Robert F. Todd, III, Chair, Department of Medicine. Your section chief or representative must sign the forms (on the PI Department Chair line) before they are brought to the department. Please provide one extra copy for the department.
