Theologian, philosopher, physician, and Nobel winner Sir Albert Schweitzer, who wrote circa 1962, "The United Nations have no right to force Katanga to pay the Congo an annual tribute." (Katanga, a province that had declared independence from Congo, had recently been invaded by the Congolese government.)
