Orientation to the
ILRU SILC-NET "How-To Guide for Developing
an Outcomes-Focused SPIL"

About the Training
The State Plan for Independent Living (SPIL),
the document required for ongoing funding of the independent living
program and legal blueprint for statewide funding decisions, is
due for re-submission to RSA later in 2010 via RSA’s new
Management Information System (MIS).
SILC-NET, in collaboration with RSA has developed an online planning
guide as a technical assistance resource for states to use in developing
the SPIL. This free webinar/teleconference is an orientation to
the How-To Guide. The How-to Guide for Developing an Outcomes-Focused SPIL is
available on the ILRU ILNET Wiki at: http://www.wiki.ilru.net/index.php/Main_Page. It includes pertinent regulatory citations,
examples of SPIL narrative sections, and questions that can be
used to ensure that the narrative sections include the required
information.

About the Presenters
Richard Petty is Program Director at ILRU - Independent
Living Research Utilization. He directs the CIL-NET and SILC-NET,
national projects providing training and technical assistance for
centers for independent living and statewide independent living
councils. Before coming to ILRU, Petty served for ten years as
Executive Director of Mainstream, an advocacy oriented center for
independent living in Little Rock, Arkansas. He was a founding
member of the Arkansas Statewide Independent Living Council.
Darrell Jones is program coordinator for the
IL-NET at Independent Living Research Utilization (ILRU) where
she has worked since 2002. She was the founding executive director
of one of the first Title VII funded CILs in the country, Rochester
(NY) Center for Independent Living. Subsequently she was the founding
executive director of the Association of Independent Living Centers
in New York where she led the successful effort to make CILs a
state statutory program. Prior to her position at ILRU, Jones was
training director at the National Council on Independent Living.
Carol Eubanks is an instructional designer at
Independent Living Research Utilization (ILRU) where she develops
and produces training curricula and supplemental materials for
training and technical assistance for centers for independent living
and statewide independent living councils. She provides orientation,
training, and consultation to IL-NET team personnel in the application
of instructional design and the use of instructional technology
tools in the delivery of instruction.
