Meeting
Eliminating Disparities in Clinical Trials:
Formulating Policies
September 6-8, 2006
Houston, Texas
Convened by Baylor
College of Medicine and the Intercultural Cancer Council,
this national policy roundtable meeting reviewed the
existing data on the scope and impact of disparities in
clinical trials to create an agenda for current and
future policies impacting the three R’s of clinical
trial participation: 1) recruitment, 2) retention, and
3) return (post-trial benefit) for minority and
underserved patients. Participants included over 150
experts from the public, private, and non-profit sectors
including public health officials, medical researchers,
professional organizations, clinicians, pharmaceutical
and health care companies, and patient advocacy groups
in the areas of oncology and asthma clinical trials –
two categories where minority and underserved
populations suffer disproportionately from the burden of
disease.
Meeting
Objectives:
• Build a common understanding of the policy landscape,
• Review examples of model policies from the public,
private, and non-profit sectors,
• Create policy strategies to increase access and
participation by underrepresented groups, and
• Reach a consensus on policy recommendations and create
an action plan for implementation.

Audio recordings of the meeting have been transcribed to ensure that we
have documented all of the participants’ contributions during the
meeting-wide discussions.

Formation of Opportunity Teams
Opportunity teams were formed around the themes of policy suggestions
generated at the meeting. Beginning in January, 2007 these Policy Opportunity Teams will continue the task of refining these suggestions into final policy recommendations.
